The United Kingdom and the United States have finalized a significant bilateral deal that will maintain zero tariffs on UK pharmaceutical shipments being sold in the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has agreed to boost funding on medicines through the National Health Service (NHS). This move ensures that tariffs on these vital goods will stay at nothing for a timeframe of 36 months.

This development is in response to previous statements to dramatically increase tariffs on patented pharmaceutical products, with potential rates floated up to 100%.

"This agreement with the Britain reinforces the international landscape for new treatments and introduces much-needed balance to transatlantic pharmaceutical trade," an announcement declared.

Commercial Impact

Medicines represent one of the the United Kingdom's largest export categories to the US, which is clearly the largest destination for large UK drugmakers.

Statistics indicate that in the year leading up to last September, the UK sold pharmaceutical products valued at billions to the US. This amount represented 17.4% of all goods exports in that span.

"This guarantee secures jobs, increases funding and paves the way for the UK to emerge as a global hub for biotech and pharma," a minister remarked.

Specific British Pledges

The agreement involves several specific commitments from the British government:

  • Price Threshold Increase: The UK will raise the price threshold at which it judges new treatments to be unaffordable by 25%.
  • Increased NHS Spending: There is a aim to double total health service expenditure on medicines from 0.3 percent of GDP to 0.6 percent over the following ten-year period.
  • Rebate Cap: The amount pharmaceutical firms must pay back to the NHS to control costs will be capped at fifteen percent. In the past, repayments topped 20%.

Industry Background

The pact comes amid a ongoing row between the drug companies and the ministers over drug pricing and approval rates.

These tensions were intensified by assertions that US customers were paying several times more for the identical medicines than consumers in the Britain and the EU.

In recent months, several large drug company projects in the UK have been delayed or cancelled, while substantial investments have been announced toward American operations.

The Science Minister stated that the NHS must increase expenditure on treatments, noting that its spending on drugs had shrunk as a percentage of its resources over the last ten years.
